An online system – ARTIS – has been launched by the commerce ministry’s arm DGTR (Directorate General of Trade Remedies) for filing of anti-dumping applications by domestic industry. The aim of launching ARTIS is to facilitate speedy resolution of dumping issues.

ARTIS stands for Applications for Remedies in Trade for Indian Industry and other Stakeholders.

As per DGTR (Directorate General of Trade Remedies), Applications for Remedies in Trade for Indian Industry and other Stakeholders (ARTIS) is developed for filing of applications, responses and other related submissions with respect to various trade remedial measures.

About DGTR

The DGTR (Directorate General of Trade Remedies) is an investigation arm of the ministry which deals with anti-dumping duty, countervailing duty and safeguard duty.

These duties are trade remedy measures which are provided under an agreement of the WTO (World Trade Organisation) to its member countries. These duties are necessary to provide a level playing field to domestic industry in case of dumping of goods, significant increase in imports and subsidised imports.

About ARTIS

ARTIS stands for Applications for Remedies in Trade for Indian Industry and other Stakeholders. As a measure of facilitating speedy resolution to the issues being faced by Indian domestic industry and in order to increase the accessibility of directorate to all the stakeholders, an online filing system called ARTIS is being developed for filing of applications, responses and other related submissions with respect to various trade remedial measures.

The modules for other types of applications such as new-shipper review, mid- term review, anti-circumvention, and for filing of responses by importers, exporters, users within anti-dumping and modules for safeguard and quantitative restriction cases, anti-subsidy will also be launched shortly.
